Enrollment

The Treasury Check Information System (TCIS) was fully implemented on June 1, 2006.

During the first phase, FMS and Agency users who had access to the Check Payment & Reconciliation (CP&R) system were contacted directly by the TCIS enrollment team. Existing Payments, Claims & Enhanced Reconciliation (PACER) On-line and new users (not currently a CP&R or PACER user) will be enrolled agency by agency at a later date.

All users are required to go through the TCIS enrollment process and agree to the Rules of Behavior. This process includes determining the level of access needed so that the appropriate TCIS role(s) may be selected: view only access, create a claim, and/or access to Transmittal Control and Disbursing Office Maintenance Subsystem (TCDOMS).

Users are also asked to indicate the type of credentials they will be using: 'extranet' (userID and password) over a dedicated connection to FMS' Hyattsville Regional Operations Center (HROC) or 'internet' (Public Key Infrastructure [PKI]; fob contains userID and password). Extranet users will receive credentials via email; PKI users will receive their fob via FedEx.

All existing CP&R users were enrolled in TCIS
30 days after an individual received a TCIS userID, FMS revoked their access to CP&R

After June 2006

Existing PACER and new users will be enrolled agency by agency at a later date

Training

Integrated View (IV), the front end of TCIS, is intuitive and does not require training in a classroom setting. Thus, TCIS developed Computer Based Training (CBT) CDs for external users that provide information on how to access and use this application. CDs are provided to users upon completion of the enrollment process.

TCDOMS, a subsystem of TCIS, is also intuitive and does not require training in a classroom setting. CBT CDs were made available June 1, 2006 to enrolled users that furnished information on how to access and use this subsystem.
