The Openness Promotes Effectiveness in Our National Government Act of 2007 was signed into law on December 31, 2007. The law contains a provision that prohibits the Judgment Fund from serving as a funding source for attorney fees awarded under 5 USC 552(a)(4)(E) of the Freedom of Information Act (FOIA). Consequently, the Judgment Fund is no longer available to pay these fees.
