Important Changes with CA$HLINK II Deployment

Prior to the deployment of CA$HLINK II, if your Financial Institution collects deposit information or bank management information in an internal system or application, modifications to the application will be necessary to collect deposit and bank management information by CA$HLINK Account Number (instead of the Account Key and / or Report Location). Also, modifications to Financial Institution internal systems and applications may be necessary to collect other new information which will be reported to CA$HLINK II, as described below.

Deposit Reporting Changes:

The CA$HLINK II Account Number:
Today, deposit and bank management information is reported using the Financial Institution's ABA number, CA$H-LINK Account Key and / or Report Location. In CA$HLINK II, a new numbering scheme will be implemented which will assign a unique account number to each existing ABA number, Account Key, and Report Location combination. This new CA$HLINK Account Number (CAN) represents a particular account at a Financial Institution, and therefore some Financial Institutions will be assigned more than one CAN. The CAN field will accept numeric characters, with a field length of 6 characters.

Financial Institutions will be notified of their new CANs closer to the deployment of CA$HLINK II.

Extended Reporting Cycles:
The Automated ClearingHouse (ACH) cutoff time for deposits reported into CA$HLINK II will be extended to 9PM Eastern Time. The Fedwire cutoff time for deposits reported into CA$HLINK II will be extended to 2PM Eastern Time.

SF215 Deposit Ticket or SF5515 Debit Voucher Paper Copy:
As in the current CA$H-LINK system, Financial Institutions will continue to mail a paper copy of Standard Forms 215 and 5515 to their Federal Agency customers until Federal Agencies convert to CA$HLINK II.

Agency Use (from SF215, Block 6):
Financial Institution deposit reporters will be able to include text provided by their Federal Agency customer in block 6 of the SF215 Deposit Ticket in their CA$HLINK II deposit reports. If the Agency completes block 6, the Financial Institution is requested to enter this information into CA$HLINK II. The Agency Use field will accept alpha/numeric/special characters with a maximum field length of 400 characters. If your Financial Institution has concerns with regard to entering this data, please contact your current FMS Account Manager or contact.

Voucher Comment by Deposit Reporter:
Financial Institution deposit reporters will be able to enter additional information specific to vouchers in a deposit report. This field is optional except when an invalid ALC is entered into the system. The Voucher Comment field will accept alpha/numeric characters with a maximum field length of 400 characters.

Bank Management Changes:

Reporting Bank Management Information via CA$HLINK II:
All Financial Institutions are required to report their bank management information to the Financial Management Service via the CA$HLINK II application unless specifically directed otherwise by your FMS Account Manager.

Treasury Management Association (TMA) Codes:
Financial Institutions will report services provided using industry standard Treasury Management Association (TMA) Codes (1997 Edition). The TMA Codes, published by the Association of Financial Professionals, will be implemented in accordance with the TMA Implementation Guidelines with regard to Code suffixes, as well as TMA service code descriptors and definitions. FMS Account Managers will distribute TMA Codes to the appropriate Financial Institution personnel closer to the deployment of CA$HLINK II.

Compensation Plans and Monthly Statements:
Financial Institutions will report services provided by Compensation Plan ID. CA$HLINK II Account Numbers will be assigned to "Compensation Plans" for bank management and monthly analysis purposes. It is possible to include multiple CANs on a single Compensation Plan. The results of the CA$HLINK II monthly analysis of Compensation Plans will be made available to Financial Institution personnel through Monthly Statements accessible via the CA$HLINK II application. It is possible to include several Compensation Plans on a single Monthly Statement. A single composite Monthly Statement of all reported banking services, for all CANs, will be generated for each Financial Institution. Financial Institutions will be notified of their new Statement IDs and Compensation Plan IDs closer to the deployment of CA$HLINK II.
